Baiel, a celestial entity from the Celestial Court, an organization in the Outer Realm, is sometimes confused for an Avesnian because of his wings. Angels are sent to assist those in need after Celestial Court detects the recent turmoil in WOOFIA. Among them are Baiel and Haniya, his partner.

Baiel barely made it to the Celestial Rank in the Celestial Court, ranking last in the special examination and at the bottom of the general evaluation scale. Baiel should have been expelled long ago, but he was kept on because the Principal Celestial Officer reportedly recognized his potential. Still, what really is that "hidden potential"? It appears to have not developed at all thus far.

Aside from being a crybaby and untrustworthy, Baiel is a kind-hearted person who senses the negative emotions of others and attempts to help. But frequently, his empathy gets the better of him, and he usually ends up in a vicious spiral with the person he attempts to help...

Baiel loves and admires Haniya very much, and is always around him, so much that he can almost become his sidekick. He and Haniya, however, have quite different perspectives on evil. As a result, he is frequently caught up in the struggle between his ideal and reality as well as between Haniya and himself. Despite his deep-seated distaste for those who always behave impulsively, he never gives up on attempting to influence others to be good.
