Fogue, a Furvale University of Magic student majoring in Applied Magic, now serves as the student council's vice president. It is the study of using magic on different materials, and then modifying and fortifying them. That translates to "magical science" in short. Given how hard it is to get into this field, does this imply that Fogue is surprisingly smart?

Vice president Fogue's current persona differs slightly from his previous one at Furvale. He used to be a student who danced to the beat of his own drum, bothering Furvale's professors by not turning up when he should have and interfering when he should not have. Until he met Kantos, the current student council president, who was visiting the university, everyone assumed Fogue would remain in this state until he graduated.

Following what appears to have been an incident involving Fogue and Kantos, he began to intentionally repeat his grade in a few little ways. When Kantos enrolled, he even ran for president and vice president of the student council with him. It appears that he is adamant about spending more time on campus with Kantos...

On the surface, vice president Fogue is a cool and easy-going guy, but he's very reluctant to let anyone approach him or enter his room, even president Kantos... and even more so than the others. All that has been said about this is that it is because his room appears to be adorned with pictures of a particular person. Perhaps Fogue's reluctance to let visitors into his room is because of a celebrity he feels too embarrassed to discuss.
